For a family, a more efficient stove can mean less wood for a meal and a more manageable cooking routine. Lasting benefits depend on reliable use, ventilation, training and maintenance—not simply on delivering a piece of equipment.

The baseline is a real health burden. Field surveys describe handmade mud stoves in roughly 97% of rural Terai households—commonly without a chimney or ventilation. Indoor biomass combustion in such kitchens is reported to reach PM2.5 and PM10 levels of hundreds of micrograms per cubic metre, far above the WHO guideline. Chronic respiratory disease is reported as the second leading cause of adult mortality in Nepal, at roughly 10% of all deaths.
Across a community, lower fuelwood demand can ease one source of pressure on nearby forests. That is a potential co-benefit, not a substitute for watershed management, slope engineering, drainage or land-use controls.
The first activity: Lumbini Province
The current standard operating procedure plans for 73,083 eligible households across 21 municipalities. The Concept Note identifies 85,572 predicted eligible households within its broader geography; these are different planning scopes and should not be added together.

The selected technology is the S26-11E high-efficiency improved cookstove. The profile specifies Gold Standard TPDDTEC 5.0 / RECH V5.0, with claims limited to verified household thermal-energy emission reductions.
Programme identifiers stated in the profile are PoA GS23492 and VPA 01 GS23493. These references do not by themselves establish current certification, issued credits or Article 6 authorisation.
A service pathway for every household

Carbon finance helps sustain a service beyond the day of delivery. The planned household journey connects local engagement with support and evidence.

Trust depends on the evidence
A unique stove serial and recipient record establish traceability. Fuel savings and sustained usage must be measured, with uncertainty and deductions addressed under the methodology.
Independent parties validate and verify eligible reductions before credits can be issued. Government decisions govern Article 6 authorisation and corresponding adjustments where required. Stove distribution is not the same thing as carbon-credit issuance.
Local delivery. International capability.
The profile describes Nepal Treasure Carbon leading field delivery and government coordination, with Singapore Treasure Carbon providing capital, technology, measurement, reporting and verification, and market-management support.
Funding supports equipment, logistics, field teams and the collection of evidence. Carbon value depends on independently verified and issued reductions, not on the number of boxes delivered.
A route toward national reach
The programme’s potential expansion ceiling is 500,000 households—about 2.2 million people. This is a development ambition, not the programme’s current achieved reach.
Expansion would proceed through additional project activities beyond the first Lumbini VPA, with geography, eligibility, consent and long-term service capacity checked at each stage. The estimated 119,000–170,000 tCO₂e annual range for the current first activity remains subject to validation and verification.
